The government reportedly incurred a substantial loss of Rs 1,757.56 crore due to Bharat Sanchar Nigam Limited’s (BSNL) failure to bill Reliance Jio for passive infrastructure sharing over a decade. As per an audit report released this week by the Comptroller and Auditor General of India (CAG), this oversight resulted in a significant financial shortfall. The state-owned telecom firm did not issue an invoice to Reliance Jio from May 2014, leading to an immense revenue deficit.

Additionally, the report, cited by news agency PTI, highlights that BSNL suffered an extra loss of Rs 38.36 crore by not deducting the appropriate license fee share from revenue allocations made to Telecom Infrastructure Providers (TIPs). This further compounded the company’s financial mismanagement.

The CAG’s findings pointed to BSNL’s failure to enforce the Master Service Agreement(MSA) with Reliance Jio Infocomm Ltd (RJIL). The report specifically stated, "BSNL failed to enforce the Master Service Agreement (MSA) with M/s. Reliance Jio Infocomm Ltd (RJIL) and did not bill for the additional technology used on BSNL's shared passive infrastructure, resulting in a loss of Rs 1,757.76 crore and penal interest thereon, between May 2014 to March 2024 to the government exchequer."

Beyond this, BSNL’s lack of adherence to contractual obligations regarding infrastructure-sharing charges also came under scrutiny. According to the report, non-compliance with the MSA’s provisions and failure to implement the escalation clause led to an additional revenue loss of Rs 29 crore, including GST. This lack of procedural diligence weakened BSNL’s financial position.

Delayed 4G Rollout and Competitive Pressure

In a recent update to the Rajya Sabha, the Minister of State for Telecom, Pemmasani Chandra Sekhar, provided insights into BSNL’s ongoing projects. He revealed that the company has issued purchase orders for one lakh 4G sites, out of which 83,993 have been installed, and 74,521 are operational as of March 8.

Sekhar acknowledged that BSNL’s revenue has taken a hit due to delays in the deployment of 4G services. Additionally, fierce competition in the mobile telecom sector has intensified challenges for the state-run operator, making it difficult to regain its market standing.

This financial setback, coupled with the company’s sluggish 4G expansion, underscores BSNL’s struggle to maintain its foothold in India’s dynamic telecom industry. The failure to bill Reliance Jio as per contractual obligations has not only drained government resources but also raised concerns over BSNL’s operational inefficiencies.

As the telecom landscape continues to evolve, addressing these inefficiencies will be crucial for BSNL’s sustainability. The company must prioritize better compliance, stringent contract enforcement, and timely billing mechanisms to prevent similar financial losses in the future.
