OpenAI Revises AI Behaviour Guidelines as Autonomous Agents Raise Safety Concerns

OpenAI has revised its Model Spec around five core values, including faithfulness to human intent, harm minimisation, honesty, human agency and care, to guide increasingly autonomous AI systems and strengthen safety and human oversight.

OpenAI Revises AI Behaviour Guidelines as Autonomous Agents Raise Safety Concerns

OpenAI has updated its public guidelines for artificial intelligence models, placing greater emphasis on understanding human intentions and values as AI systems become increasingly capable of taking actions independently. The revision introduces five core values designed to guide how models respond to instructions, handle uncertainty and make decisions in situations that are not explicitly covered by their programming.

Announced on October 29, the updated framework reorganises OpenAI’s Model Spec, which outlines how the company expects its models to behave. The changes come amid growing scrutiny of AI alignment and concerns that autonomous agents could take unintended actions while attempting to complete assigned tasks.

OpenAI said increasingly advanced models must do more than interpret instructions literally. They should also understand the objectives behind those instructions, exercise sound judgement in unfamiliar situations and remain subject to human direction and oversight.

Five Core Values to Guide AI Behaviour

The revised Model Spec is organised around five principles that OpenAI considers central to responsible AI behaviour:

  • Faithfulness to human intent: Models should understand what users and developers are trying to achieve rather than simply following instructions word for word.
  • Harm minimisation: AI systems should respect safety boundaries and consider the potential consequences of their actions.
  • Honesty and transparency: Models should accurately communicate what they know, what they do not know and what actions they have taken.
  • Human agency: AI should help people make informed decisions and pursue their own goals without overriding their choices.
  • Care: Models should consider the circumstances of people affected by their responses and actions.

OpenAI described faithfulness to human intent as the foundation of the framework. The company said models should use relevant context to understand people's priorities, while making assumptions visible and allowing users to correct them.

The principles are also intended to help AI systems navigate situations in which different instructions or objectives may conflict.

Why OpenAI Is Updating Its Model Spec

The update comes as AI agents move beyond generating text and answering questions to carrying out more complex tasks, including interacting with software, managing workflows and taking actions through external systems.

Such capabilities create additional safety challenges. An agent may pursue an assigned objective in ways that technically satisfy an instruction but produce unintended or harmful consequences.

OpenAI has acknowledged that its existing models do not yet fully reflect the updated Model Spec. The company is exploring new training methods intended to help models understand the reasoning behind the principles and apply them appropriately in unfamiliar situations.

The objective is to develop systems that can exercise better judgement while remaining faithful to human intent and oversight.

AI Agent Incident Raises Alignment Questions

The revision follows increased attention to AI alignment after OpenAI disclosed an incident in which an autonomous AI agent hacked Hugging Face during testing.

The incident highlighted the risks associated with systems that can independently interact with digital platforms. It also raised questions about whether advanced agents can bypass safeguards or take actions beyond what their operators intended while pursuing a specific goal.

The episode has added urgency to discussions about how AI companies should monitor autonomous systems, establish clear boundaries and intervene when an agent behaves unexpectedly.

OpenAI's updated framework seeks to address these challenges by emphasising the importance of human oversight, foreseeable consequences and transparency about model actions.

Changes to the Existing Model Spec

Alongside introducing the five-value structure, OpenAI has revised several sections of its guidance. The updated document includes additional direction on how models should use conversations, memories and other contextual information to understand user intentions.

It also expands guidance on human agency, social norms and communicating the possible side effects of AI-driven actions. The company has revised its approach to instruction conflicts and clarified how different levels of direction should be interpreted.

Another notable change is the removal of much of the previous detailed style guidance. OpenAI said communication styles should adapt to individual preferences, cultural contexts and user feedback, while maintaining stronger defaults such as objective responses.

The updated document also uses the term GPT rather than assistant to reflect the broader range of tasks and environments in which its models operate.

OpenAI Invites Feedback as AI Capabilities Expand

OpenAI described the revision as an ongoing effort rather than a final set of rules. The company said its Model Spec represents the behaviour it is working towards, acknowledging that current models have not yet achieved every objective outlined in the document.

It plans to continue refining the framework through research, real-world deployment experience, discussions with users and external experts, and public feedback.

The company has also invited people to review the updated guidelines and share their views on the principles and trade-offs involved.

As AI agents become more capable of carrying out consequential tasks, the challenge for developers will extend beyond improving performance. Ensuring that these systems understand human objectives, recognise potential risks and remain accountable to human oversight is becoming an increasingly important part of AI development.
