Zelenskyy Rules Out Trilateral Peace Talks Before Russia’s September 20 Elections

Ukrainian President Volodymyr Zelenskyy has ruled out the possibility of trilateral peace talks between Ukraine, the United States and Russia before September 20, when Russia is scheduled to hold its parliamentary elections.

Despite closing the door on an immediate three-way meeting focused on ending the war, Zelenskyy said Kyiv and Washington remain in close contact and expressed hope for progress on more limited issues, including energy and grain, later this month.

Zelenskyy Expects Progress on Energy and Grain

Zelenskyy said Ukrainian and US negotiators are in constant communication as Washington continues efforts to facilitate negotiations between Kyiv and Moscow.

Following his meeting with US President Donald Trump, Zelenskyy indicated that discussions could produce progress on specific areas by the end of September.

Energy and grain are particularly significant because disruptions to infrastructure and agricultural exports have remained central consequences of the war.

However, Zelenskyy's comments suggest that such issue-specific discussions should not be interpreted as an immediate move toward comprehensive peace negotiations.

No Trilateral Meeting Before Russia’s Elections

The Ukrainian president was explicit that a three-way meeting involving Ukraine, the US and Russia to discuss ending the war will not take place before Russia's September 20 parliamentary elections.

That timeline places the next major window for potential diplomatic movement after the Russian vote.

Zelenskyy's position also indicates that while diplomatic channels remain open, expectations for a rapid breakthrough on a broader peace settlement remain limited.

US Envoys Have Been Engaging Both Sides

The comments come as the Trump administration continues its diplomatic push.

US envoys Steve Witkoff and Jared Kushner recently held discussions with Russian President Vladimir Putin in Moscow before travelling to Kyiv for talks with Zelenskyy.

The meetings were part of Washington's effort to explore possible avenues toward ending the war, although major differences remain between Moscow and Kyiv over territory, security guarantees and the terms of any settlement.

What Happens After September 20?

For now, Zelenskyy appears to be leaving room for limited negotiations on practical issues, particularly energy and grain, while ruling out an immediate high-level trilateral peace meeting.

The September 20 Russian elections could therefore become an important marker for the next phase of US-led diplomatic efforts.
